1022.02 BUILDING PERMIT AND DRAINAGE PERMIT. No permit to erect any dwelling house, garage or any other building designated to house any automobile or other automotive vehicle on any lot or parcel of land shall be issued if it will be necessary for the driveway to be installed, for the purpose of giving vehicular access to such lot or parcel of land, to cross any roadside drainage ditch, unless and until the person requesting the issuance of such permit shall first exhibit to the Commissioner of Buildings a permit issued to him for the installation of a drainage tile or drainage pipe in such roadside ditch at the place at which such driveway shall cross such ditch.
