All motor vehicle traffic entering or leaving any of the off-street parking sites shall enter such areas at the points designated by proper signs for such entrance and shall leave such areas at the points designated as exits.

(a) All motor vehicles entering the parking spaces on the off-street parking sites shall utilize only the space designated by the proper parking meter and shall be parked with the front portion thereof facing the parking meter and shall not be parked so as to occupy more than one designated parking space.
(b) All motor vehicles entering parking spaces in the off-street controlled sites shall utilize only the space designated for proper parking and shall not be parked so as to occupy more than one designated parking space.

No operator of a motor vehicle shall park in any of the spaces designated for parking in off-street parking sites by placing such motor vehicle in such a parking space so that the rear end thereof faces the parking meter provided for such parking space.

No operator of a motor vehicle entering any of the off-street parking sites shall park such motor vehicle in any of the areas provided for means of egress or ingress in such areas or any of the driveways provided therein for the movement of traffic in and through such parking sites.

No operator of a motor vehicle entering any of the off-street parking sites shall park such motor vehicle in a reserved weekly or monthly parking space.
The Director of the Bureau of Traffic and Parking shall properly designate reserved weekly and monthly parking spaces.

(a) The Chief of Police shall have the authority to establish, for the sole purpose of enforcing this chapter, a Meter Patrol. Such Meter Patrol shall have the right to enforce the provisions of this chapter, as more specifically set forth hereinafter, and shall have the authority to issue citations for violations thereof in a manner and form as may be provided by general law.
(c) The Chief of Police shall appoint members to the Meter Patrol after having first determined that they are citizens of the Commonwealth and of good character and repute. Upon the appointment of such members the Chief of Police shall certify to the City Clerk the names and addresses of persons so appointed and they shall be compiled in the office of the City Clerk and open to public inspection.
(d) Members so appointed to the Meter Patrol shall have the right to enforce this chapter, as hereinbefore more specifically set forth, provided that they shall, while performing their duties, be dressed in a clearly identifiable uniform, the same to be determined by the Chief of Police.
(e) Members of the Meter Patrol, appointed as hereinbefore provided, need not be employees of the City, but may be volunteers or employees of any contractor hired by the City for the purpose of administering the City's parking program.

Council may, by resolution, periodically amend the fees and charges for parking as set forth in this chapter. Said resolution will be effective in accordance with the terms thereof, provided that a copy of the resolution will be on display in the office of the City Clerk and shall be made available to all persons requesting same upon the payment of reasonable costs of reproduction.

(a) Whoever violates or fails to comply with any of the provisions of Sections 482.01 through 482.06 and Sections 482.08 through 482.14 shall be fined not less than five dollars ($5.00), except that any person may discharge the penalty under these sections by depositing the notice of violation together with the sum of one dollar ($1.00) within forty-eight hours subsequent to such violation at the main office of the Bureau of Police in the Municipal Building or in any violation receptacle placed upon the off-street parking lots or other convenient places in the City.

(d) Whoever violates or fails to comply with Section 482.14(b)(1) or (2) may discharge his payment by depositing the required payment within forty-eight hours. After forty-eight hours, the payment shall be not less than two dollars ($2.00) nor more than fifteen dollars ($15.00).
(f) Whoever violates Section 482.21 shall be fined not less than five dollars ($5.00) nor more than fifteen dollars ($15.00).
