Except to the extent that such operations are under the jurisdiction of the Department of Public Safety, the Division of Operations, under the direction of the Director of Public Service, shall have charge of and responsibility for:
(a) The service, cleaning, maintenance, and repair of all public streets, street signs, cemeteries, parks, playgrounds, and buildings;
(b) The service, maintenance, and repair of traffic signs, traffic signals, grounds, and appurtenances belonging to or used by the City in the Division; and
(c) The collection, transportation, and disposal of solid wastes.
