Any peace officer or duly authorized agent of the city may stop and detain a person as is reasonably necessary to investigate an actual or suspected violation of sections 17-9, 17-10, 17-11, 17-12, 17-14, 17-15, 17-16, 17-16.1, 17-17, 17-18, 17-19, 17-20, 17-21, 17-22, 17-23, 17-24, 17-25, and 17-26 of this chapter, and to serve a copy of the traffic complaint for any alleged civil or criminal violation of said chapter.
