7-1: CIVIL DEFENSE COUNCIL CREATED; MEMBERSHIP:
There is created the Eloy municipal civil defense council, which shall consist of five (5) members appointed by the common council, one of whom shall be designated as chairman. (Ord. 67 § 1, 8-24-1959)
7-2: POWERS AND DUTIES; MEETINGS ON CALL:
The powers and duties of the civil defense council shall include the recommendation for adoption by the common council of a civil defense plan for the city, the drafting and recommendation for the adoption by the common council of all mutual aid plans and agreements which are deemed essential for the implementation of such civil defense plan and the continued promotion of an orderly and effective program of civil defense. The civil defense council shall meet upon the call of the chairman. (Ord. 67 § 2, 8-24-1959)
7-3: DIRECTOR; OFFICE CREATED; AUTHORITY; ACTIVATION:
The office of director of civil defense is created, with the authority to request the declaration of the existence of an emergency by any two (2) members of the civil defense council subject to confirmation by the common council. In any event, if the president of the United States or governor of this state, or any person so empowered either by state or federal law, declares an emergency in accordance with Arizona Revised Statutes section 26-342, then any emergency plans of the city shall immediately become effective and the city civil defense organization shall take immediate action.
