13B-1: MERIT SYSTEM ADOPTED; POLICIES AND GUIDELINES:

A merit system of personnel administration is hereby established governing the employees of the city, and the mayor and city council are authorized herein to adopt by resolution such administrative policies and guidelines as are necessary to the operation of the merit system.
