Except as otherwise provided, speeds up to twenty five (25) miles per hour are permitted on all city streets. Any speed in excess of twenty five (25) miles per hour shall be prima facie evidence that the speed is not reasonable or prudent and it shall be a civil traffic violation to drive at a speed greater than twenty five (25) miles per hour on every public street within the city, except in such areas and on such streets as may hereinafter be designated for higher speeds by the chief of police, with the approval of the council.
