17-16.1: DOUBLE YELLOW LINES:
   A.   Left Turns, Entering Or Leaving Private Drives Or Roads By Crossing Prohibited: When there are double yellow lines marked on any street, highway or roadway within the corporate limits of the city, the following acts by an operator or chauffeur of any motor vehicle are prohibited and are illegal:
      1.   Making a left turn where double yellow lines are marked and unbroken; and
      2.   Entering or leaving a private road or driveway so as to cross over double yellow lines where marked and unbroken.
   B.   Overtaking Or Passing Not Prohibited Generally; Exceptions: Where there are double yellow lines marked on any street, highway or roadway within the corporate limits of the city, an operator or chauffeur is not prohibited from nor is it a civil traffic violation to overtake and pass another motor vehicle, except:
      1.   Where appropriate signs or markings on the street, highway or roadway indicate the beginning and end of a "No Passing Zone"; or
      2.   Where a street, highway or roadway has been marked for two (2) or more lanes of moving vehicles in each direction.
   C.   Authority To Sign Or Mark Streets Marked With Yellow Double Lines: Where there are double yellow lines marked on any street, highway or roadway within the corporate limits of the city, the chief of police, on approval by the council, is authorized to determine and place appropriate signs or markings indicating the following:
      1.   A no passing zone, showing the beginning and end of such zone; and
      2.   Two (2) or more lines of moving vehicles in each direction. (Ord. 70-102 §§ 1 – 3, 12-14-1970; Ord. 84-215 § 4, 4-9-1984)
