It is a civil traffic violation for any person upon roller skates, skateboards, or riding any coaster, toy vehicle, or similar device to go upon any roadway except while crossing a street at a crosswalk; and when crossing, such person shall be granted all of the rights and shall be subject to all of the duties applicable to pedestrians.
