§ 18-76. Definitions.
   As used in this division, the following words have the following meanings:
   Bill means the balance of account, after charges or credits applicable, indicated upon the statement provided a water consumer.
   Consumer means any person who buys, uses or obtains water from the waterworks of the city.
   Meter means a device used for measuring the quantity of water flowing through such device.
   New consumer means any person who buys, uses or obtains water from the waterworks for use at or in premises for such consumer was not served at the effective date of the ordinance from which this division was derived.
   Waterworks means the water department of the city.

§ 18-77. No free water.
   The city shall afford no free water or sewer services to any person, including the city.

§ 18-78. Water taps.
   (a)   No person shall be allowed to tap a water line of the city or the water line of another running to the main water line of the city without first securing a permit from the board of commissioners, or its duly authorized agent or employee.
   (b)   No person who is constructing a water line that will be connected with a water line of the city, shall be allowed to tap a water line of the city without first having the plans of the water line approved by the board of commissioners or its authorized agent or employee, or without having secured a permit from the authority for same.
   (c)   The prevailing charges for making a tap into the city's water system shall be as determined from time to time by the board of commissioners.

§ 18-79. Waterworks and water distribution.
   There is hereby adopted, established and ordained, and there shall be collected, a revised schedule of rates and charges for use of the services and facilities rendered by the municipal waterworks and water distribution system, except as otherwise provided by contract, as follows:
   (1)   (a)   General monthly water rates for residential and commercial consumers.

      The minimum monthly rate is $7.82 plus sewer charge.
      (b)   Monthly water rates for residential and commercial consumers of Junction City/Perryville:

      The minimum monthly rate is $13.371, plus sewer charge.
   (2)   Monthly water rates for wholesale consumers: 
      (a)   Garrard County Water Association shall pay a flat rate of $2.41 per 1,000 gallons consumed, which is the equivalent of $1.80 per cubic foot consumed;
      (b)   Hustonville shall pay a flat rate of $2.47 per 1,000 gallons consumed, which is the equivalent of $1.85 per cubic foot consumed;
      (c)   Lake Village Water Association shall pay a flat rate of $2.41 per 1,000 gallons consumed, which is the equivalent of $1.80 per cubic foot consumed;
      (d)   Parksville shall pay a flat rate of $2.68 per 1,000 gallons consumed, which is the equivalent of $2.00 per cubic foot consumed: and
      (e)   For all other wholesale consumers, the usage rate shall be $2.41 per 1,000 gallons consumed, which is the equivalent of $1.80 per cubic foot consumed.
      The minimum monthly rate is $448.00.
   (3)   Monthly water rates for industrial consumers:

§ 18-80. Sanitary sewage collection treatment and disposal facilities.
   There is hereby adopted, established, and ordained, and there shall be collected, a schedule of rates and charges for use of the services and facilities rendered by the municipal sanitary sewage collection treatment and disposal facilities of the city as follows:
   (1)   The monthly sewer service charge for residential and commercial consumers, shall be as follows:
      (a)    Effective July 1, 2021, the minimum monthly rate shall be $5.420 for all residential and commercial consumers. The rate per 100 cubic feet of water consumed shall be $4.52, except that the rate per 100 cubic feet of water shall be $12.69 for the residential and commercial consumers of the former Perryville Sewer System and the rate per 100 cubic feet of water shall be $9.40 for the residential and commercial consumers of the former Junction City Sewer System.
   (2)   The monthly sewer service charge for wholesale and industrial consumers shall be as follows, or by special agreement with the city in cases where all water used by the consumer is not returned to the sanitary sewer or where liquid sewage wastes are of unusual strength or composition, except that any such user which has a national pollutant discharge elimination system permit shall be required to pay the sewer surcharge only on that portion of water returned to the sewer system; such user must have a sewage meter or some approved means of measuring the amount returned to the system and the city shall have the right to inspect the meter at all reasonable times, and may require the user to compile and maintain records containing pertinent data and information, which records shall be subject to inspection by the city and provided to the city upon request.
      (a)    Effective July 1, 2021, the minimum monthly rate shall be $5.420. The rates per 100 cubic feet of water consumed shall be $10.730.
   (3)   In addition to the monthly sewer service charge any industrial customer as defined in section 18-59 which exceed the limit as set in section 18-56 of the following constituents will be charged a fee as set forth below:

§ 18-81. Service fee.
   There is hereby adopted and established a schedule of service charges for the establishment, creation, change or alteration of customer accounts for the municipal waterworks and sanitary sewage collection systems. The schedule of service charges shall be as determined from time to time by the board of commissioners, and a copy of the schedule of charges shall be available at the water office of the city for inspection by any customer during normal office hours.

§ 18-82. Nonresident surcharge.
   (a)   There is hereby imposed a nonresident surcharge of one hundred twenty (120) percent to be added to the total water bill, but less taxes, of all residential and commercial consumers outside the city limits purchasing water from the city filtered at the city waterworks.
   (b)   There is hereby imposed a nonresident surcharge upon all industrial customers outside the city limits purchasing water from the city filtered at the city water works, which surcharge shall be equivalent to one hundred twenty (120) percent to be added to the total water bill, but less taxes.

§ 18-83. Repairs.
   At any time city employees are called to repair leaks, either in the water lines or sewer lines of the city, and it is discovered leaks or leakage is on private property, the property owner will be charged for the time used by the city personnel in the same manner that water users are charged for service.

§ 18-84. Billing and collection procedures.
   (a)   The billing and collection procedures for water, sewer and garbage collection accounts shall be established by written policy, as approved from time to time by the board of commissioners. The written procedures shall include billing periods, servicecharges, collection dates, termination of service dates, restoration of service requirements, and all other pertinent information.
   (b)   Copies of the written policy and procedures shall be maintained at the water office of the city, and shall be available for inspection by any customer during normal office hours.
