4-1-6: PUBLIC BUILDINGS:
   (A)   Plans, Approval: No building, or any part thereof, which may be used as a meeting place for the public, shall be built until duplicate plans, showing the details of the proposed work, accompanied by duplicate specifications covering the material or materials to be used, have been submitted to, and approved by the building inspector and a permit has been issued for the proposed construction or alteration. One set of the approved plans and specifications shall be retained by the building inspector and one set shall be kept at the building during construction. No changes shall be made unless revised plans and specifications have been submitted to and approved in writing by the building inspector. All public buildings shall meet all specifications of the state fire marshal. (Ord. 267, 9-27-1961)
   (B)   Business And Public Buildings: All business and public buildings to be built and all additions thereto, within the village, excepting one- and two-family dwellings and public schools, shall comply with Illinois law and state fire marshal regulations, including at least the minimum fire safety standards for all occupancies of the applicable life safety code of the National Fire Protection Association. 4-1-7: FOUNDATION AND FOOTING:
   (A)   Bearing Capacity: Excavations for foundations shall extend to a level which will provide adequate bearing. In case of doubt regarding bearing capacity, tests may be required for this determination.
   (B)   Frost Line: Excavations shall extend below prevailing frost line and not less than thirty inches (30") below finished grade. Excavations shall not be less than twelve inches (12") below natural grade.
   (C)   Footing Trenches: The bottom of footing trenches shall be level and on undisturbed soil.
   (D)   Footing Projection: All footings shall be a minimum of eight inches (8") and four inches (4") projection on each side of foundation for width.
   (E)   Continuous Pour Concrete: All footings shall be of continuous pour concrete. When continuous pour is not possible, there shall be set midway in the break at the bulkhead, at least three (3) five-eighths inch by sixteen inch (5/8" x 16") steel rods.
   (F)   Basementless Houses:
      1.   In buildings using wood floors, where no basement is used, a crawl space of at least twenty four inches (24") shall be provided between the ground and the bottom of floor joists or support beams, whichever is lowest, and such ground shall be substantially level.
      2.   In buildings built on a slab, the slab shall be at least six inches (6") and with thickened edges. Such edges shall extend at least eight inches (8") above finished grade and at least thirty six inches (36") below finished grade, with a width of footing at least ten inches (10"). The slab shall rest on a porous fill of select materials, compacted, not less than six inches (6") in depth. All slabs shall be reinforced with at least a six inch by six inch (6" x 6") mesh of no. 10 steel wire, and footings shall contain at least three (3) five-eighths inch (5/8") steel rods. Between the slab and porous material shall be a vapor sheet of sufficient quality to withstand absorption of moisture.
   (G)   Ventilators: In all buildings using crawl space, ventilating openings shall be provided and covered with a metal mesh of under one-half inch (1/2") screen openings. All ventilators shall be at least six inches by twelve inches (6" x 12"), and at least two (2) shall be provided in each crawl space.
   (H)   Buildings On Slab: In small buildings on a slab, such separate building, other than a dwelling, not exceeding one story, constructed of either wood frame or concrete block construction and having less than five hundred (500) square feet of area, may be supported on concrete slab with thickened edges. Such edges shall extend at least eight inches (8") above finished grade and twelve inches (12") below finish grade. The slab shall be at least four inches (4") thick and shall rest on a porous fill of select materials not less than six inches (6") in depth. All slabs shall be reinforced with at least six inches by six inches (6" x 6") mesh of no. 10 steel wire.
   (I)   Detached Private Garages: Detached private garages may be supported on concrete slabs laid on the earth, when not attached to another building. Such slab shall be not less than four inches (4") thick, and placed on at least a base of porous material six inches (6") deep, and the slab shall extend at least two inches (2") above finished grade.    (J)   Modular Dwelling: All tongues, wheels, axles and frames must be removed and may not be any part of the structure. (Ord. 550-B, 5-10-1995)
4-1-8: CONSTRUCTION:
   (A)   All structures built under this chapter shall have a termite shield, properly installed therein, which shall be copper, aluminum or heavy roofing.
   (B)   Use following minimum table for floor joists:

   (D)   Truss construction must be of a standard approved design, or as approved by an Illinois licensed structural engineer and certified by such engineer.
   (E)   Bridging must be used on all joist spans over eight feet (8') and must not be more than eight feet (8') on center.
   (F)   Headers over windows and door openings must comply with the following table:

For longer spans, laminated plywood, concrete lintels or steel beams are permissible upon certification of an Illinois licensed architectural or structural engineer.
   (G)   All dwelling houses shall be constructed with outside siding over storm sheeting; provided, however, that private garages may have single wall construction.

   (I)   All masonry walls shall be interlocked at the corners. In all masonry walls of more than twenty five feet (25') in length, pilasters shall be placed midway, and not more than twenty feet (20') apart.
   (J)   1. The outside walls of all masonry buildings shall be at least eight inches (8") thick. In the case of a second story supported by such wall, the first floor wall shall be at least twelve inches (12") thick.
      2.   In any building having an excess of two (2) stories, or the equivalent in height, structural walls and supports shall be in conformity with a certificate of an Illinois licensed structural engineer.
   (K)   Where wood construction comes in contact with concrete or masonry construction, a termite shield of three (3) ounces copper or aluminum or heavy duty roll roofing with at least a one-half inch (1/2") overlap shall be provided.
   (L)   All freestanding carports shall be supported by at least a four inch by four inch (4" x 4") pillar, placed at least every eight feet (8'), and secured with gusset plates. Three inch (3") pipe may be used, if placed every eight feet (8') and anchored in thirty inches (30") of concrete, or busing one inch by one-half inch (1" x 1/2") strap anchors imbedded in concrete. Roof rafters of such freestanding carports shall comply with the rafter regulations herein provided for other roofs, or in the event that fiberglass is used, such sheets shall be at least one-eighth inch (1/8") thickness and shall be placed on rafters of approved strength, as determined by the building inspector. 4-1-9: CHIMNEYS:
All chimneys shall be built from the ground up and for use in dwellings or public buildings must have an inside measurement of at least eight inches by twelve inches (8" x 12"); provided, however, that where the total floor space of the building shall not exceed one thousand (1,000) square feet, the inside measurements of said chimney may be eight inches by eight inches (8" x 8"). No chimney shall have less than a four inch (4") wall in thickness. All chimneys for coal, oil or wood type heat shall be of brick, and shall be tile lined flue construction, built from adequate footing below the frost line, up above the roof of the building. Transite or similar approved type vents may be used with gas heat.
All gas water heaters or space heaters shall be vented in accordance with the above, and all such vents shall extend at least ten inches (10") above the eaves. (Ord. 267, 9-27-1961)
4-1-10: ELECTRICAL CONSTRUCTION:
All electrical work shall conform strictly to the provisions of the electrical code on file in the office of the village clerk. No wiring shall be changed or altered, nor added to, without a permit. All electrical work shall be performed in good workmanlike manner. (Ord. 701B, 4-23-2014)

4-1-12: OFFICE OF BUILDING INSPECTOR:
There is hereby created the office of building inspector, who shall be appointed by the mayor, with the consent of the board of trustees. The building inspector is hereby authorized and empowered to enforce the provisions of this chapter and to supervise the construction, equipment, alteration, repairing, moving or demolition of all buildings or other structures. The building inspector shall have the right to enter any premises or any building or other structure in the performance of his duties, and any person who denies or obstructs the performance of such duty shall be deemed to be in violation of this chapter and punished accordingly. The building inspector shall:
   (A)   Issue permits and require all building projects to be completed in compliance with the standards established in the codes adopted by the village.
   (B)   Inspect premises for habitability (or direct a trained code enforcement officer employed by the village to so inspect) to ensure the continued safety of the residents of the village of Creve Coeur and direct the police to issue tickets if buildings are not in compliance with the codes.
   (C)   Keep records in the village hall so that the records are accessible to village officials and the public, if requested.
      1.   Records to be kept are permits, certificates of occupancy and inspection reports, including pictures.
   (D)   Produce quarterly reports which must:
      1.   List all permits issued, inspections and reasons why a particular property was inspected.
      2.   List hours worked, and requests for reimbursement.
      3.   Be given to the chairman of the buildings and grounds committee and the village clerk who will maintain a copy of the quarterly reports for the village trustees.
   (E)   Issue notices and citations for violations of the requirements of this title, title 10 and title 7, chapter 8 of this code as a designee of the Creve Coeur police department. (Ord. 787, 8-12-2015)
