4-1-34: SEWER JOINTS:
On all outside the house installations, cement may be used for making joints, if the joint is caulked with oakum or jute, and the joint completely filled and covered with mortar all around. The mortar shall be composed of two (2) parts of clean sand and one part of portland cement, or joints may be made by using asphaltic or bituminous compounds, provided the joint is first caulked with dry oakum or jute, tight enough to prevent such jointing material from leaking into the pipe.
