January 13, 2009
CALL TO ORDER
The Williamstown Board of Trustees convened at 7:00 p.m. at the Williamstown Township Hall located at 4990 Zimmer Road, Williamston, Michigan.  Supervisor Mickey Martin called the meeting to order and reviewed the agenda.
PRESENT BY ROLL CALL
Present:  Trustee Frans Wilbrink, Trustee Martin Wright, Trustee Bob Hayes, Trustee Rick Williams, Clerk Ernie Gaffner, Treasurer Janet Eyster, and Supervisor Mickey Martin.
Absent:  None
Also Present:  Building Inspector, Mark Miller

Supervisor Martin called for public comment at 7:05 p.m.

During discussion it was the consensus of the Board to pull for amendment the December 2, 2008 minutes and to pull Revenue/Expenditure from the consent agenda.
MOTION by Trustee Eyster to approve the consent agenda consisting of  Items (A)Minutes of 12-10-08 meeting; (B)Treasurer’s report for November/December, 2008; (C)Building Inspector December Permits issued; (D)Building Inspector December Permits Finished; (E)Payroll checks paid:  40401 through 40435 with voided check 40417 for a total of $15,548.23, (F)Accounts payable checks paid:  17633 through 17729 with voided checks 17668, 17677, 17697, 17713 and 17714 for a total of $52,927.68, (G)Accounts payable checks for Board approval:  17730-17752 with voided check 17739 for a total of $8,230.91

Moved by Trustee Wright & Second by treasurer Eyster to Amend Item A. – Minutes of December 2, 2008, page 3, third paragraph old headstones could be repaired or replaced (not removed).

PLANNING COMMISSION
Planning Commission representative, Mike Fielek, commented on recent commission business as outlined in the submitted minutes of the December 16, 2008 meeting.
Supervisor Martin encourages board members to think about people they know in the township who have Home Occupation/Home Based Business so when they read the information from the Planning Commission they will be able to put the information into context.
UNFINISHED BUSINESS
Budget 2009-2010—Supervisor Martin shared revenues taken from taxable values are down from last year.  Supervisor Martin reviewed the 2009-10 budget with board members line-by-line.  Comments and suggestions will be considered.
MOTION by Trustee Williams, moved that Williamstown Township hold a public hearing to review the Williamstown Township budget for 2009-2010 on February 3, 2009, at 6:15 p.m.

POVERTY GUIDELINES RESOLUTION
Resolution by Supervisor Mickey Martin
Be it resolved that:
WHEREAS, the adoption of guidelines for poverty exemptions is within the purview of the Township Board; and
WHEREAS, the homestead of persons who, in the judgment of the Supervisor and Board of Review, by reason of poverty, are unable to contribute to the public charges is eligible for exemption in whole or part from taxation under Public Act 390, 1994 (MCL 211.7u); and
WHEREAS, pursuant to PA 390, 1994 Williamstown Township, Ingham County adopts the following guidelines for the supervisor and Board of Review to implement. The guidelines shall include but not be limited to the specific income and asset levels of the claimant and all persons residing in the household, including any property tax credit returns, filed in the current or immediately preceding year;
To be eligible, a person shall do all the following on an annual basis:
1.   Be an owner of and occupy as a homestead the property for which an exemption is requested.
2.   File a claim with the Supervisor or Board of Review, accompanied by federal and state income tax returns for all persons residing in the homestead, including any property tax credit returns filed in the immediately preceding year or in the current year.
3.   Produce a valid drivers’ license or other form of identification if requested.
4.   Produce a deed, land contract, or other evidence of ownership of the property for which an exemption is requested, if requested.
5.   Meet the federal poverty income standards as defined and determined annually by the United States Office of Management and Budget.
6.   The application for an exemption shall be filed after January 1, but before the day prior to the last day of Board of Review.
7.   Any additional eligibility requirements as determined by the Township Board;
The Board of Review shall follow the above stated policy and federal guidelines in granting or denying an exemption, unless the Board of Review determines there are substantial and compelling reasons why there should be a deviation from the policy and federal guidelines and these are communicated in writing to the claimant.
Be it further resolved to adopt the Federal Poverty Guidelines for 2009 with an increase of 50% in all sections as shown below, and to limit assets to one principle residence and one licensed vehicle for each resident, with a maximum of two.

Hazard Mitigation Plan

RESOLUTION TO ADOPT THE INGHAM COUNTY HAZARD MITIGATION PLAN
RESOLUTION #75
Resolution by: Trustee Wright
Be it resolved that:
WHEREAS, Ingham County recognizes the threat that natural, social, and technological hazards pose to the people and community of Ingham County; and
WHEREAS, undertaking hazard mitigation actions will reduce the potential harm to the people and property of Ingham County from future hazard occurrences; and
WHEREAS, an adopted hazard mitigation plan is required as a condition of future funding for multiple Federal Emergency Management Agency (FEMA) pre- and post-disaster mitigation grant programs; and
WHEREAS, Ingham County fully participated in the mitigation planning process to prepare this hazard mitigation plan; and
WHEREAS, the Michigan State Police Emergency Management Division and the Federal Emergency Management Agency, Region  V officials have reviewed the Hazard Mitigation Plan and approved it contingent upon this official adoption of the Ingham County Hazard Mitigation Plan.
THEREFORE BE IT RESOLVED, that the Ingham County Board of Commissioners approves the adoption of the Ingham County Hazard Mitigation Plan as an official plan.
BE IT FURTHER RESOLVED, that the Ingham County Emergency Operations Director will
Submit this adopted plan to the Michigan State Police Emergency Management Division and the
Federal Emergency Management Agency, Region V officials to enable the Ingham County Hazard Mitigation Plan’s final approval.

Election recount release—Supervisor Martin shared the recount was unable to be completed; therefore the township will repay the amount put forward and prepare a release of Williamstown Township from all demands and claims.
MOTION by Trustee Martin moved that Williamstown Township pay $40.00 to Rodney Imhoff upon his signing the Release of Williamstown Township from all demands and claims on account of and all alleged errors in the electoral process for Williamstown Township Trustee held on November 4, 2008, including but not limited to, the subsequent vote recount.

REPORTS
Cemetery Committee, Clerk Eyster, the committee continues to work on language for their cemetery ordinance.  Comments and suggestions need to be shared as soon as possible.  The committee will be substituting and removing language for the portion deeds prior to passing the ordinance.
Trustee Williams shared Energy Star lighting and solar heating is the direction he is moving in with the resource issue.
Supervisor Martin shared correspondence from Tri-County Planning Commission congratulating Rex LaMore on the project he submitted.  His project has been selected as one of the three winning finalists for the University Economic Development Association’s annual Award of Excellence competition.
