§ 26.02 PURPOSE.
   The MDOT has jurisdiction within the ’s , while the has authority for land use and site plan decisions within individual along the . These standards were created to help ensure a collaborative process between the MDOT and the on decisions along M-43 to implement the recommendations of the M-43/M-52 Plan.
   Among the specific purposes of this Corridor Overlay are to:
   (a)    Preserve the capacity of M-43 by limiting and controlling the number, location, and design of and requiring alternate means of through shared , , and off of cross in certain locations;
   (b)   Encourage efficient flow of traffic by minimizing the disruption and conflicts between through traffic and turning movements;
   (c)    Improve safety and reduce the potential for crashes;
   (d)    Avoid the proliferation of unnecessary and , and eliminate or reconfigure existing that do not conform to the standards herein, when the opportunities arise;
   (e)   Implement the recommendations of the M-43/M-52 Plan;
   (f)    Require coordinated among adjacent lands where possible;
   (g)    Address situations where existing within the corridor area does not conform to the standards of this overlay district;
   (h)    Identify additional submittal information and review procedures required for that front along M-43;
   (i)    Avoid the need for unnecessary and costly reconstruction, which disrupts business operations and traffic flow;
   (j)    Ensure efficient by emergency vehicles;
   (k)   Improve safety for pedestrians and other non-motorized travelers by reducing the number of conflict points at crossings;
   (l)    Establish standards that treat all properties in a fair and uniform manner;
   (m)   Provide landowners with , even though the may be restricted to a shared or or via a side , or the number and location of may not be the arrangement most desired by the landowner or applicant;
   (n)    Promote a coordinated review process for the with the Michigan Department of Transportation (MDOT) and the Ingham County Department of Transportation and Roads (ICDTR); and
   (o)    Require proposed to be accessible prior to approval of land division, as required by the Land Division Act.
