No free service shall be furnished to any user of the system and there shall be no waiver or forgiveness of charges levied pursuant to the terms hereof. The foregoing notwithstanding, any resident eligible for deferment of payment of the fees pursuant to the laws of the State of Michigan shall be afforded ample opportunity to request deferment or partial payment in accordance therewith.
