Rates shall be established by resolution of the City of Williamston following consultation with the township and shall be revised from time to time as required to maintain the fiscal integrity of the system and the same may be revised and fixed by resolution of the City of Williamston, as may be necessary to produce the amounts required to pay the charges and expenditures and provide the funds necessary for the maintenance of the financial integrity of the system.
