From and after the effective date of this chapter, charges for sewage transmission and treatment and disposal and debt service to each user connected to the system shall be as follows.
(A) Residential, commercial, institutional, governmental and industrial users within the township shall pay rates and charges based on the amount of water used and actually metered in accordance with following schedule of charges:
(1) A base charge to cover certain fixed operating expenses;
(2) The amount of the base charge shall be the minimum charge, regardless of water use; and
(3) A volume charge per 1,000 gallons of water used for all flow.
(B) The base charges to be charged, per connection, shall be established by resolution of the City of Williamston, pursuant to the wastewater disposal agreement.
(1) The volume or commodity charge shall be in addition to the base charge and shall be based on water use and established by resolution of the City of Williamston.
(2) For customers with multiple meters, each meter shall be treated as a separate customer for calculation of charges.
(3) The city may require metering of water and/or sewage flows according to the wastewater disposal agreement to determine the adequacy of charges.
(4) A debt service charge shall be allocated to all users for the purpose of generating revenues for retirement of outstanding bond issues, issued for construction of the wastewater facilities. The debt service charge shall be a base charge established by resolution of the City of Williamston.
(C) The township will collect from township residents a debt service charge allocated to all users for the purpose of generating revenues for retirement of the bond issue, issued for construction of the township sewers and pump station. The charge shall be $125 and collected as a connection fee in addition to the fee regulated hereunder.
