GENERAL PROVISIONS
For the purpose of this chapter, the following definitions shall apply unless the context clearly indicates or requires a different meaning.
AT LARGE. Off the premises of the owner without a leash.
CAT. Any feline six months of age or older.
DOG. Any canine of four months of age or older.
OWNER. Any person, partnership, corporation or other legal entity owning, harboring or keeping any animal, or in the case of a person under the age of 18, the person’s parent or legal guardian. An animal shall be deemed to be harbored if it is fed or sheltered for three or more consecutive days. This definition shall not apply to any veterinary clinic or boarding kennel.
PERSON. Any person, firm, corporation, partnership, society, association or other legal entity, any public or private institution, the state, municipal corporation or political subdivision of the state, or any other business unit.
RESTRAINT. On the premises of its owner or if accompanied by a responsible person and under that person's control.

For the purpose of carrying out the provisions of this chapter, the Mayor or his or her authorized representative, or any city police officer, may enter upon private premises to apprehend a stray dog or cat or other animal, a dangerous dog or cat or other animal, or a dog or cat or other animal thought to be infected with rabies. If, after request therefor, any person who owns, keeps, maintains or harbors any such dog or cat or other animal shall refuse to deliver the dog or cat or other animal to the city representative, that person shall be in violation of this section.

Except as provided by this chapter, it shall be unlawful for any person to keep or raise any cattle, swine, sheep, horses, chickens, ducks, geese, or other livestock or poultry within the corporate limits of the city except in designated semi-wildlife or preservation areas as approved by the City Council. It shall be unlawful for any person to allow the running at large of cattle, hogs, sheep, horses, chickens, ducks, geese, or other livestock or poultry within the corporate limits of the city.
