Any dog or cat or other animal suffering from rabies is hereby declared to be a nuisance. It shall be the duty of the owner or keeper to immediately impound or destroy such dog or cat or other animal. Any dog or cat or other animal suffering from rabies which cannot safely be taken up and impounded shall be slain by the Police Department.
