Each dog license shall be evidenced by a small tag to be issued to the owner of the licensed dog upon the payment of the license fee. Such license tags shall bear the name of the city, an identifying license number and the license year. The shape or color of such dog license tag shall be changed each year.

A person owning, keeping, maintaining, or harboring any dog within the city shall keep the license tag issued for such dog firmly attached to a collar or harness placed and kept about the neck of such dog. The collar or harness shall be made of leather, metal or other substantial material. It shall be unlawful for any person, other than the dog’s owner, to remove a license tag from that particular dog.

(A) No person shall apply for, receive or be issued in excess of four licenses under this subchapter, except as provided in this section. No person shall keep, maintain or harbor at the same location more than four animals under this subchapter. Dog or cat kennels licensed by the city shall be exempt from the provisions of this section.
(B) No person shall own, keep, maintain, or harbor more than one litter of young dogs or young cats, but not both, during the period from birth to four months of age as to dogs and six months of age as to cats.

Whenever the ownership of a licensed dog within the city changes, the new owner shall apply for a transfer of the license upon such printed forms as shall be provided. The fee for such transfer is $1. The former owner and the new owner, if a city resident, each have the duty to notify the city of such change of ownership within ten days of the change of ownership.
