GENERAL PROVISIONS
§ 98.01 PLANTING PERMIT REQUIRED; APPLICATION.
   (A)   It shall be unlawful to plant any tree or bush in any public street or parkway or other public place without having first secured a permit therefor.
   (B)   Applications for such permits shall be made to the City Clerk and shall be referred by him/her to the City Council. All trees and shrubs so planted shall be placed subject to the direction and approval of the City Council.

§ 98.02 PLANTING REGULATIONS.
   (A)   It shall be unlawful for any person or persons, firm or corporation, to plant or cause to be planted, in any parkway within the city, any tree or shrub less than three feet from the outer line of the sidewalk, except as set forth below. No tree shall be planted in parkways or streets at a distance less than eight feet from any cross or intersecting street or alley, and no shrubs shall be planted in any parkway or any street at a distance less than 25 feet from any cross or intersecting street or alley.
   (B)   In any parkway less than four feet wide, such tree or shrub shall be planted in the center of the parkway.
