The owner or keeper of any cat or dog shall not permit, cause, or suffer such cat or dog to be at large in any of the streets, publicways, or upon the private premises of any person other than the owner or keeper of such dog or cat. The keeping, housing, harboring, maintaining, feeding, or caring for any cat or dog shall be deemed prima facie evidence of ownership of such cat or dog.
