19-4-9: ENFORCEMENT AND PENALTIES:
Whoever violates any provision of this article shall be subject to the general penalty provisions of section 1-1-5 of this code. (Ord. 2010-0-46, 7-19-10)
19-4-10: MISCELLANEOUS PROVISIONS:
   A.   Construction: Nothing in this article shall be construed or applied to necessarily require or excuse noncompliance with any provision of the laws of the state or the laws of the United States.
   B.   Rules And Regulations: The Village Manager shall have the authority to promulgate rules and regulations necessary or appropriate to carry out the provisions of this article and to protect the public health, safety and welfare.
   C.   Severability: If any provisions of this article or the application thereof to any person or circumstance is held invalid, the remainder of this article and the applicability of such provision to any other persons not similarly situated or to other circumstances shall not be affected thereby. 19-5-1: CITIZEN VOLUNTEERS FOR ENFORCEMENT OF PARKING FOR THE DISABLED DEFINED:
The phrase "citizen volunteer for enforcement of parking for the disabled" as used in this Article shall mean any person who is a citizen of Oak Park and twenty one (21) years of age and meets the other qualifications set forth in Section 19-5-4 below and who volunteers, and is appointed by the Chief of Police, to enforce State and Village laws which regulate parking for the disabled within the Village, including but not limited to Section 15-1-24 of the Village Code and 625 Illinois Compiled Statutes 5/11-1301.3. (Ord. 1995-0-28, 5-1-95)
19-5-2: APPOINTMENT:
The Chief of Police shall have the power to appoint any number of citizen volunteers to enforce parking regulations for the disabled within the Village. The appointment shall be for a period of one year from the date of appointment. Every appointment shall be revokable by the Chief of Police at any time and for any reason. (Ord. 1995-0-28, 5-1-95)
