For purposes of this chapter the following terms, phrases and words shall have the meanings given herein:
(a) "Community Antenna Television Systems" means an arrangement or combination of aerial and/or underground cables and apparatus whereby video and/or audio signals are received from television and/or radio stations licensed by the Federal Communications Commission or generated locally; and are transmitted by means of a coaxial cable or other suitable device to television receiving sets of subscribers to such service for a monthly fee or other consideration and any other lawful use which may arise for such a cable system during the life of this grant. However, this definition specifically excludes, and the Company shall be prohibited from, any use of its facilities for the transmission of "Pay TV" or any other service for which payment is made on a per program basis.
(b) "Subscribers" means any person receiving for any purpose the Community Antenna Television Service.
(c) "Village" means the Village of Milan, Ohio and any addition or annexation thereto.
(d) "Company" means Continental Cablevision of Ohio, Inc., its successors or assigns.
(e) "Council" means the Council of the Village of Milan, Ohio.

Council does hereby grant to the Company for a period of thirty days from the date of passage of this chapter the right to operate a community antenna television system within the Village. The Company is further authorized to erect, install, construct, repair, replace, reconstruct, maintain and retain such facilities as may be appropriate to its operation on, over, under, along, across or upon the public streets, lanes, avenues, alleys, bridges, easements and other public places in the Village and subsequent additions thereto. The rights granted herein are limited to such reasonable regulation as Council may prescribe in the interests of public safety and convenience, and to compliance with applicable provisions of the National Electric Safety Code of the National Board of Fire Underwriters, the Ohio Public Utilities Commission Order #72 and revisions thereof, and such applicable ordinances and regulations of the Village affecting electrical installation and overhead wiring as may presently be in effect or may be enacted.
