721.12 MINIMUM SERVICE.
   The Company shall, during the term of this grant, operate facilities capable of delivering the following minimum service:
   (a)    Twelve channels of television in the so-called VHF band of 2-13 (50-88 and 174-218 megahertz). Such service shall include at least one commercial broadcast station affiliated with each of the national networks and one noncommercial education broadcast station.
   (b)    A locally originated channel presenting twenty-four hour time and weather information .
   (c)    The full band of monaural and multiplex F.M. (88-108 megahertz) receivable at the Company's receiving site.
   (d)    The Company shall without cost make available to any bona fide civic group which does not pay for advertising or publicity elsewhere its facilities for local origination and distribution of video and/or audio information. It is understood that any production costs of such programming shall be borne by the sponsoring civic group, and further that the Company reserves the right to reject requests for the use of such facilities either for scheduling reasons or if in its sole judgment it believes a particular presentation would be in poor taste or adverse to the best interest of the community.
   (e)    The Company shall without charge make available to the Village or local civil defense authorities the use of its network to transmit any alarm or urgent messages to its subscribers. The Company shall as a part of this alarm system and without charge install a connection line from any specified location to its central distribution point to carry such alerts. It is understood that the cost of any equipment necessary to generate the audio and/or video portion of such an alarm in form appropriate for inspection on the Company's cable network shall be borne by the Village or such civil defense authorities.
   (f)    The Company shall without charge provide an installation and service to each public and parochial school within the Village, it being understood that additional wiring of multiple sets for classroom instruction, closed circuit communication, or other purposes shall be undertaken and maintained at the customer's expense.
   (g)    Nothing herein shall be deemed to limit the Company's service to the above, and the Company shall at all times undertake to improve and expand its services as advancing technology and regulation allow.
