It is understood that when and where practicable the Company intends to construct its system on presently existing poles and those poles which may from time to time be erected by the Village or other licensees of the Village including the Northern Ohio Telephone Company, its successors and assigns, and the Ohio Edison Company providing mutually satisfactory rental agreements can be entered into with such companies. In any situation where the Company is unable to use or considers it impractical to use poles, the Company may at its discretion install its facilities underground. All facilities will be installed underground, where an underground installation is requested and is applicable to utility construction of a similar nature, provided that all necessary easements and rights of way may become available to the Company.
