The Company shall submit all necessary initial requests and filing to the above referenced authorities in an expeditious manner and in any event within ninety days of the effective date of this chapter. Further, it shall continuously and diligently prosecute all such filing until all necessary approvals and permits are in hand. Within ninety days of receipt of all final approvals and permits, the Company shall commence construction within the Village and such construction shall be substantially complete in all areas of the Village within one year from the date of commencement. Failure by the Company to pursue and adhere to the above schedule shall constitute grounds for revocation of this chapter unless the Company has proceeded in good faith and such failure has been by virtue of factors beyond its reasonable control.
