(a) All ordinances and parts of ordinances in conflict with the provisions of this chapter are to the extent of such conflict hereby repealed.
(b) If any section, subsection, sentence, clause, phrase or portion of the chapter is for any reason held invalid or unconstitutional by any court of competent jurisdiction or if any undertaking either by the Village or the Company herein assumed is prohibited by applicable rules or regulations such portion shall be deemed a separate, distinct and independent provision, and such holdings shall not affect the validity of the remaining portion hereof.
