It shall be unlawful for any person to tack or place any sign, cardboard or foreign substance upon or paint any sign upon, or deface in any manner any post, telegraph, telephone or fence post, tree or other private or public property without the permission of the owner thereof 1 . It shall be unlawful for any person other than law enforcement officers to fire or shoot a shotgun, rifle, pistol or revolver within the City limits without first securing a special permit from the Mayor. The Mayor may issue a special permit to allow the firing of a shotgun, rifle, pistol or revolver within the City limits for good cause shown. (Ord. 297, 11-21-1921)
Commission of any of the acts named in the following Section by any person will constitute a violation of this Chapter:
A. Defacing Public Grounds: To cut, break or deface any tree or shrub in a public park, public place or on any avenue thereto by wilfully defacing, cutting, breaking or injuring, except by authority of the Park Commission or City Manager. (Ord. 76-14, 4-5-1976)
B. Injuring New Pavement: Wilfully injuring new pavement in any street alley or sidewalk by wilfully driving, walking or making marks on such pavement before it is ready for use. (Ord. 76-14, 4-5-1976; 1996 Code)
C. Destroying Park Equipment: To destroy or injure any property or equipment in public swimming pools, playgrounds, parks or public places by wilfully defacing, breaking, damaging, mutilating or cutting.
D. Injury To Public Library Books Or Property: To wilfully, maliciously or wantonly tear, deface, mutilate, injure or destroy, in whole or in part, any newspaper, periodical, book, map, pamphlet, chart, picture or other property belonging to any public library or reading room. E. Removing, Defacing Or Destroying Street Signs Or Markings: To wilfully remove, throw down, deface, destroy or carry away from any highway, street, alley, avenue or bridge, any light, guard, sign or marking erected or placed thereon for the purpose of regulating traffic and providing for the safety thereof without the consent of the person in control of the device.
F. Removing, Destroying Or Injuring Flags, Flagpoles And Equipment: To wilfully remove, throw down, deface, destroy or carry away from any flagpole erected on the City right of way, any flag or flagpole equipment, without the permission of the City Manager. (Ord. 83-4, 12-5-1983)
It shall be unlawful for any person with intent to intimidate, threaten, harass, annoy or offend, to telephone another and use any obscene, lewd or profane language or suggest any lewd or lascivious act, or threaten to inflict injury or physical harm to the person or property of any person. It shall also be unlawful to disturb by repeated anonymous telephone calls, the peace, quiet or right of privacy of any person at the place where the telephone call or calls were received. (Ord. 75-12, 11-3-1975)
It shall be unlawful to place, or to allow to be placed any discarded, abandoned, unattended or unused refrigerator, ice box or similar container equipped with an air-tight door or lid, snap lock or other locking device which cannot be released from the inside, in a location accessible to children outside any building or within any unoccupied or abandoned building without first removing the door, lid, snap lock or other locking device from said ice box, refrigerator or similar container. This provision applies equally to the owner of any such refrigerator, ice box or similar container and to the owner or occupant of the premises where the hazard is permitted to remain.
