A. Garbage And Refuse: It shall be unlawful for any person to burn or cause to be burned outside of a building any garbage or refuse other than dry leaves or twigs and branches with a diameter not to exceed three inches (3").
B. Leaves And Branches:
1. Person In Attendance: It shall be unlawful for any person to burn or cause to be burned outside of a building dry leaves or twigs and branches with a diameter not to exceed three inches (3") unless there is a person in attendance during such burning with a suitably attached water hose capable of quenching the fire in case it should start to spread.
2. Burning On Streets Or Alleys: The burning of leaves or other material on any of the streets or alleys, including paved streets or alleys, or in grader ditches, adjoining the traveled portion of such streets or alleys, is hereby prohibited.
3. Adjoining Landowners: It shall be unlawful for any person to burn or cause to be burned outside of a building any dry leaves or twigs and branches with a diameter not to exceed three inches (3") not owned or generated by the owner of the property where the burning occurs; except, adjoining landowners may burn said leaves or branches together.
