5-1-8: PART TIME POLICE OFFICERS:
   A.   Appointment; Term; Salary: Part time police officers may be appointed by the village president, with the approval of the village board of trustees, and shall serve at the pleasure of the village board. Part time police officers shall be at least twenty one (21) years of age and receive such hourly compensation for their services as shall be determined by the village board. Except as otherwise provided herein, part time police officers shall be subject to the provisions of 65 Illinois Compiled Statutes 5/3.1-30-21 and 50 Illinois Compiled Statutes 705/8.2.    B.   Powers And Duties: Part time police officers shall at all times during the performance of their duties be subject to the direction and control of the chief of police. Part time police officers shall be conservators of the peace and shall have the following powers and duties:
      1.   To arrest or cause to be arrested, with or without process, all persons who break the peace or are violating any village ordinance or any criminal law of the state;
      2.   To commit arrested persons for examination;
      3.   To direct traffic and to assist in traffic control;
      4.   To keep peace in all large gatherings in and about the village;
      5.   To aid in the control of natural or manmade disasters and in case of civil disorder, and to assist in cases of riot, disaster and emergency control as directed by the chief of police; and
      6.   To perform such other related duties as directed by the chief of police or the village board.
   C.   Firearms: Part time police officers shall not carry firearms except with the permission of the chief of police and while in the performance of their duties in uniform. If authorized by the chief of police, part time police officers may carry their firearm while actively pursuing training if either of the following criteria have been satisfied:
      1.   Completion of the basic police training course; or
      2.   Completion of not less than twenty four (24) hours of the state mandated firearms training course as provided in the firearms training for peace officers act 1 . (Ord. 98-4, 7-13-1998)
   D.   Qualifications: All part time police officers in the village shall have, or shall be eligible to obtain within the time limits required by the Illinois law enforcement training standards board, the training certificate or license to practice police work or credentials that may be established as mandated by section 8.2(a) of the Illinois police training act 2 and the rules and requirements of the Illinois law enforcement training standards board. Any part time police officer failing to meet such requirements or who fails to obtain a waiver of certification from the Illinois law enforcement training and standards board, shall be ineligible for appointment and shall be removed from office. In addition, all part time police officers shall meet the following standards:
      1.   Be at least twenty one (21) years of age.
      2.   Possess a high school diploma or GED certificate.
      3.   Possess a valid state of Illinois driver's license.
      4.   Possess no felony convictions.
      5.   Any individual who has served in the U.S. military must have been honorably discharged.
   E.   Other Provisions Applicable To Part Time Officers:
      1.   All part time police officers shall comply with all applicable general orders promulgated from time to time by the police chief for members of the police department.
      2.   The village may employ part time police officers from time to time but part time police officers shall not work as police officers in the village more than one thousand five hundred sixty (1,560) hours in any calendar year. The police chief shall require part time officers to acknowledge such limitation as a condition of employment.
      3.   A part time police officer shall have all the responsibilities of a full time police officer and such specific duties as delineated in the general orders of the police department. Part time police officers shall not be assigned to supervise or direct full time police officers.
      4.   All part time police officers shall be under the disciplinary jurisdiction of the police chief, shall serve at the discretion of the village, shall not have any property rights in said employment, and may be removed by the village president at any time.
      5.   Part time police officers who have not attended and successfully completed a state mandated firearms training course shall be scheduled for attendance at the earliest practicable time. While attending prescribed local training, part time police officers shall be paid their regular hourly rate of pay for each hour of training attended. (Ord. 2012-04, 8-13-2012)
