ADOPTING ORDINANCE
ORDINANCE NO. 03-03
AN ORDINANCE APPROVING REVISIONS
TO THE GOLF VILLAGE CODE
WHEREAS, the Village of Golf (the "Village") is a home rule municipality in accordance with the constitution of the State of Illinois of 1970; and
WHEREAS, the Village has the authority to adopt ordinances and to promulgate rules and regulations that pertain to its government and affairs that protect the health, safety and welfare of its citizens; and
WHEREAS, the provisions of the Illinois Municipal Code (65 ILCS 5/1-2-3) authorize the Village Board to revise the Golf Village Code ("Code"); and
WHEREAS, the Code was last revised on March 13, 1989; and
WHEREAS, the corporate authorities have determined that it is in the best interests of the Village to revise the Code.
NOW, THEREFORE, BE IT ORDAINED by the President and Board of Trustees that the Code be and hereby is amended as follows:
SECTION 1: That the facts and statements contained in the preamble to this Ordinance are found to be true and correct and are hereby adopted as part of this Ordinance.
SECTION 2: From and after the date of passage of this ordinance, the Code is hereby revised ("Revised Code").
SECTION 3: The Revised Code contains the compilation of all ordinances of a general nature together with the changes made to said ordinances, under the direction of the corporate authorities of the Village.
SECTION 4: The Revised Code shall be accepted in all courts without question as the official code and law of the Village as enacted by the Village President and Board of Trustees.
SECTION 5: There is hereby adopted, as a method of perpetual codification, the loose-leaf type of binding together with the continuous supplement service, currently provided by Sterling Codifiers, Inc., whereby each newly adopted ordinance of a general and permanent nature amending, altering, adding or deleting provisions of the Revised Code is identified by the proper catchline and inserted in the proper place in each of the official copies of the Revised Code, one copy of which shall be maintained in the Office of the Village Clerk, certified as to correctness and available for inspection in accordance with the laws of the State of Illinois during regular Village business hours.
SECTION 6: All ordinances of a general nature included in the Revised Code shall be considered as a continuation of said ordinance provision and the fact that some provisions have been deliberately eliminated by the corporate authorities from the Revised Code shall not serve to cause any interruption in the continuous effectiveness of ordinances included in the Revised Code.
SECTION 7: All ordinances of a special nature, such as tax levy ordinances, bond ordinances, franchises, vacating ordinances and annexation ordinances which are not intended to be included within the Revised Code shall continue in full force and effect unless specifically repealed or amended by a provision within the Revised Code.
SECTION 8: It shall be unlawful for any person, firm or corporation to change or amend by additions or deletions, any part or portion of the Revised Code, or to insert or delete pages or portions thereof, or to alter or tamper with the Revised Code in any manner whatsoever.
SECTION 9: All ordinances or parts of ordinances in conflict herewith, are, to the extent of such conflict, hereby repealed.
SECTION 10: This Ordinance and the Revised Code shall be in full force and effect from and after its passage and publication in book or pamphlet form in accordance with law, by order of the Village President and Board of Trustees.
