5-4-1: PARKING RESTRICTIONS AND PROHIBITIONS:
   A.   Parking During Business Hours: Motor vehicles, vans, buses or trailers shall not be left parked or unattended on any street, highway, lane or public area within the village or adjacent thereto for more than four (4) hours between the hours of nine o'clock (9:00) A.M. and four o'clock (4:00) P.M. on weekdays, Monday through Friday inclusive.
   B.   Parking Restricted And Prohibited In Specified Places: In certain areas within the village, further restrictions shall be posted with signs designating "No Parking", "Police Vehicles Only", "30 Minute Parking Only", "2 Hour Parking", "U.S. Mail" or "15 Minute Parking Only", and said areas are hereby designated as follows: (Ord., 8-11-1969)
      1.   No Parking: It shall be unlawful to permit any vehicle at any time, except when necessary to avoid conflict with other vehicles or in compliance with the direction of traffic officers or traffic signals, to stand in any of the following places: (Ord., 6-8-1992)
         a.   In any street, road or lane at any time in such a manner as to impede or obstruct the passage of other traffic, emergency vehicles or any private driveway.
         b.   Within twenty feet (20') of a fire hydrant. (Ord., 8-11-1969)
         c.   In any intersection.
         d.   In a crosswalk or on a sidewalk.
         e.   At any place where official signs prohibit.
         f.   With the vehicle facing against traffic flow.
         g.   Upon a parkway between the edge of the roadway and the edge of private property or a public sidewalk unless designated a parking area by the village board of trustees.
         h.   Upon any planted public area so as to damage any grass, trees, bushes or other foliage.
         i.   Within the commuter parking lot, except in designated spaces upon the payment of the then current fee.
         j.   In any area designated for the handicapped without the display of current authorization.
         k.   In any place, unattended, with the motor running. (Ord., 6-8-1992)
         l.   In the following designated specific places:
All landscaped areas east of the Soo Line railroad tracks and in the driveway or access road to the Golf railroad station; except, that attended standing vehicles are permitted for pick up and delivery of passengers. (Ord., 8-11-1969; amd. 1989 Code)
Blossom Lane, both sides, as posted.
Briar Road, easterly and northerly sides, from Overlook Drive south and then easterly to approximately two hundred feet (200') west of Dover Street, as posted.
Circular drives at the approximately west end of Park Lane, north end of Henneberry Lane, north end of Orchard Lane and east end of Elm Circle, as posted. (Ord., 8-11-1969)

      2.   Time Limit Parking:
         a.   Two hour parking: South side of Briar Road from eight o'clock (8:00) A.M. to six o'clock (6:00) P.M. (except Saturdays, Sundays and holidays) from easterly line of Western Golf Association property to Dover Street, as posted.
         b.   Thirty minute parking: South side of Briar Road in front of Western Golf Association property from eight o'clock (8:00) A.M. to six o'clock (6:00) P.M., as posted.
         c.   Fifteen minute parking: From eight o'clock (8:00) A.M. to eight o'clock (8:00) P.M., the roadway running southerly from Briar Road and along the westerly side of the village hall and post office building for its entire length, as posted. (Ord., 8-11-1969)
      3.   Long Term Parking: It shall be unlawful for any person to park or cause to be parked a motor vehicle on any street in the village between the hours of two o'clock (2:00) A.M. and six o'clock (6:00) A.M. without having obtained permission from the village police. Such permission shall be freely given for one day in the event of the temporary disability of a vehicle, or repairs to a driveway, or guests visiting a resident or of other necessity deemed reasonable by the police.    C.   Parking Vehicles On Private Property In Residence Districts: No recreational vehicles, commercial vehicles or other motorized vehicles of any kind (including, but not limited to, boats, aircraft, motorcycles, all-terrain vehicles, and snowmobiles), regardless of size or license plate designation, shall be parked upon any lot within the residence zoning districts of the village, unless they are entirely contained or housed within a completely enclosed garage or accessory structure, subject to the exceptions noted below:
      1.   Private Vehicles: Private passenger cars, sports utility vehicles, minivans, vans designed primarily for the transportation of passengers, and small pickup trucks may be parked upon a driveway serving a single-family residence and need not be parked within a completely enclosed garage, provided that the vehicle is not a commercial vehicle as defined in this subsection.
      2.   Commercial Vehicles: Commercial vehicles may park upon a driveway serving a single-family residence only when making a delivery or rendering a service at such property; provided that while undertaking work pursuant to a permit, the operator of a commercial vehicle may park on private property only during authorized hours of construction as set forth in subsection 8-3-6K of this code, and in the case of other deliveries or service calls, the operator of the commercial vehicle shall park on such property only for such period of time as is necessary for the expeditious loading or unloading of the vehicle or rendering the service. The parking of a commercial vehicle by the operator of the vehicle at the operator's place of residence shall not constitute the making of a delivery or rendering of a service and shall be prohibited.
      3.   Operating Condition And License: No motor vehicle may be parked outside upon any private property in the village unless it is in operating condition and properly licensed by the state and the village.
      4.   Definitions: The words and phrases below shall have the indicated meanings:
    COMMERCIAL VEHICLES: The following motor vehicles:
         a.   Trucks with open beds containing products, equipment, debris or materials intended for commercial or industrial use, whether stored in the open, in a cargo storage area or covered by removable material or fabric;
         b.   Box vans; cargo or panel vans in which seats behind the driver's seat and front passenger seat have been removed or which lack side windows adjacent to the rear seating area;
         c.   Vehicles with rear tandem wheels;
         d.   Public passenger vehicles such as limousines, commercial service vans and taxicabs;
         e.   Vehicles painted with or displaying lettering or logos to advertise a commercial or industrial enterprise;
         f.   Vehicles with attached racks designed to hold ladders, pipes or other forms of contractor's equipment, or vehicles with storage boxes, lockers, snowplows, lifts, winches, or similar attachments designed for commercial or industrial use, or vehicles with any kind of permanently mounted equipment requiring payment of a registration fee for such equipment under the Illinois vehicle code; and
         g.   Vehicles having a gross vehicle weight rating (GVWR) in excess of ten thousand (10,000) pounds.
   GROSS VEHICLE WEIGHT RATING OR GVWR: Shall have the meaning given in the Illinois vehicle code.
   RECREATIONAL VEHICLES: Camping trailers, motor homes, mini- motor homes, travel trailers, truck campers or van campers, all as defined in the Illinois vehicle code.
   SMALL PICKUP TRUCKS: Pickup trucks having a gross vehicle weight rating (GVWR) of eight thousand (8,000) pounds or less and which are not commercial vehicles. (Ord. 11-08, 11-10-2008)
   D.   Public Works Vehicles: Upon proper application made to the police department at the village hall, permits may be issued for work or commercial vehicles on a temporary or emergency basis should the presence of these vehicles be reasonably anticipated to be necessary for work in the village for any period of time in excess of the applicable parking time limitation.    E.   Commuter Parking Lot: Vehicles and equipment parking in the village commuter parking lot at any time between the hours of six o'clock (6:00) A.M. and six o'clock (6:00) P.M. on weekdays, Monday through Friday, inclusive, shall pay a fee of two dollars ($2.00) per day, due and payable no later than ten (10) minutes after vehicle or equipment is parked, and (if permission from the village police is granted for multiday parking) on each day. Any vehicle which is illegally parked or left in the commuter parking lot for two (2) or more days without payment of the above fee may be towed from the lot and impounded, or immobilized by the application of a wheel locking device, under the direction of a member of the police department, and the owner of such vehicle prior to the release of the vehicle shall be required to pay the towing and/or releasing charges therefor in addition to any other penalties which may be imposed hereunder.    F.   Handicap Parking: Vehicles parked in parking places designated "handicapped" must display "handicapped" license plates or other approved "handicapped" designation. Any person violating these handicap parking provisions shall be subject to a fine of two hundred fifty dollars ($250.00). (Ord. 07-07, 7-9-2007)
   G.   Commercial And Recreational Vehicles: No trucks, recreational or commercial vehicles shall be parked on any lane, street or highway within the village for a period longer than fifteen (15) minutes, but instead are required to park in the residents' driveways for reasons of safety to the children and preservation of the village parkways. 5-4-2: SIGNS POSTED:
The chief of police shall cause appropriate signs to be placed and maintained in the areas designated in this chapter, where appropriate, in a conspicuous position, stating the restrictions in letters of such size as to be clearly legible from a distance of at least fifty feet (50'). Signs designating handicap parking shall indicate on the sign the amount of the possible fine. (Ord., 8-11-1969; amd. 1989 Code; Ord. 97-04, 3-10-1997)
5-4-3: PENALTY:
Any person violating any of the provisions of this chapter, where there is no provision to the contrary, shall be subject to a class A penalty as provided in section 1-4-1 of this code. (1989 Code)
