(a) Combustible material stored outdoors shall be not less than ten (10) feet from any building or common lot line.
(b) When the quantity of combustible material so stored exceeds the quantity deemed safe by the Fire Chief, or when such material is piled to a height exceeding twelve (12) feet, such storage shall be not less than thirty (30) feet from any building or common lot line.
(c) Lesser distances than those specified in subsections (a) and (b) hereof may be approved by the Chief when such material is stored behind an approved fire wall.
(d) Material shall be piled so as to preclude, so far as possible, ignition by spontaneous combustion.
(e) When deemed necessary to reduce the conflagration hazard or to facilitate fire fighting, piles of combustible material may be limited in size by the Chief. Adjacent piles shall be separated by open aisle not less than four (4) feet wide.
(f) When the premises used for outdoor storage of combustible material exceeds fifteen thousand (15,000) square feet in ground area the Chief may require the installation of yard hydrants, hose and hose houses specified in Section 389.20.
(g) Section 3129.18 shall govern lumber storage outdoors.
(h) Section 385.42 shall govern loose combustible fiber stored outdoors.

The use of combustible material for decorative or display purposes or for signs, shall be kept to a minimum, and may be specifically limited when deemed hazardous by the Division of Fire. Any such combustible material used for decorative purposes, temporary booths or for display or sign purposes, including all curtains, cloths, draperies, fiber boards of open cellular structure and the wood framing therefor, shall be rendered flameproof in an approved manner. Such flameproofing, unless certified by the Underwriters Laboratories, Inc. or other approved laboratory as being of a permanent nature, shall be tested at intervals of not more than six (6) months, and shall be renewed whenever found necessary, or when directed by the Division. No material shall be used which cannot be effectively flameproofed.

None of the hazardous substances listed in Section 3129.34 shall be stored or handled in any building of miscellaneous occupancy classification. However, flammable liquid in containers kept tightly sealed when not in actual use may be stored up to an aggregate of five (5) gallons, and isolated buildings of miscellaneous occupancy classification may be used for the storage of paints, varnishes, oils and similar finishing materials in limited quantities not exceeding an aggregate of fifty-five (55) gallons when a permit therefor has been issued by the Fire Chief, except that fuel oil may be stored as permitted by Section 385.73(l).

DISPLAYS
Christmas displays and similar temporary displays erected without advertising shall not be subject to the provisions of this chapter but shall be subject to rules and regulations for fire safety promulgated by the Division of Fire with approval by the Commissioner of Building.

MATCHES
(a) Permit Required.
(1) No person shall manufacture matches without a permit from the Fire Chief.
(2) No person shall store matches exceeding in aggregate sixty (60) matchman’s gross (fourteen thousand four hundred (14,400) matches each gross) without a permit from the Chief.
(b) Wholesale Storage.
(1) At wholesale establishments and wherever matches exceeding sixty (60) matchman’s gross are stored, shipping containers containing matches shall be arranged in piles not exceeding ten (10) feet in height nor one thousand five hundred (1,500) cubic feet in volume with aisles at least four (4) feet wide.
(2) Where other materials or commodities are stored on the same floor with matches, a portion of the room shall be devoted to match storage exclusively, and a clear space of not less than four (4) feet maintained between match storage and such other materials or commodities.
(c) Storage Not to Be Near Vertical Openings. No matches shall be stored within ten (10) feet of any open elevator shaft, elevator shaft opening, open stairway or other vertical opening.
(d) Bins Required. Where shipping containers containing matches are opened, the contents of such broken containers shall be removed and stored in metal or metal-lined bins equipped with self-closing metal or metal-lined covers.
(e) Storage by Retailers. Where matches are sold at retail, original sealed packages may be stored on shelves. When such packages are broken, individual boxes shall be stored in metal or metal-lined bins as described in subsection (d) hereof.
