The Fire Chief and such members of the Fire Division as may be designated by him or her are invested with the power and the duty to be present at all fires, investigate the cause thereof, examine witnesses, compel the attendance of witnesses and the production of books and papers, and to do and perform all other acts necessary to the effective discharge of such duties.
Such officers may make arrests, and enter, for the purpose of examination, any building which in his or her opinion, is in danger from fire.

The Fire Chief and such members of the Fire Division as may be designated by him or her may summon and compel the attendance of witnesses to testify in relation to any matter which is a proper subject of inquiry and investigation, and may require the production of any book, paper or document concerning a matter under examination and within the jurisdiction of the Division.

The Fire Chief and such members of the Fire Division as may be designated by him or her may administer an oath to any person appearing as a witness before him or her. No witness shall refuse to be sworn or refuse to testify, or disobey an order of the Fire Chief or his or her designees, or fail or refuse to produce a book, paper or document concerning a matter under examination and within the jurisdiction of the Division, or be guilty of contemptuous conduct after being summoned by such officer to appear before him or her to give testimony in relation to a matter or subject under investigation.
