16-1.12   Removal of Manure.
   No person shall remove manure, or cause or suffer the same to be removed, except in accordance with a permit from the Division of Health Inspections, Inspectional Services Department and except in a tight vehicle with a canvas cover so secured to the sides and ends as to prevent the manure from dropping while being removed.
