   EDITOR'S NOTE: The City enters into agreements from time to time with representatives of various classes of employees, which agreements provide for benefits and other incidents of employment. The provisions of this chapter, therefore, apply only to those employees and those subjects not otherwise provided for in such agreements. 256.01 CLASSIFICATION PLAN.
   (a)   Classification of Position. All positions in the Municipal service, except those of the President and members of Council, the Mayor and the appointed officials in other positions as listed in Section 256.05, shall be grouped into classes, and each class shall include those positions sufficiently similar, with respect to their duties and responsibilities, so that the same rates of compensation are applicable to positions requiring similar requirements as to training, experience, knowledge and personal qualities. These positions shall be known as classified positions of the City.
   (b)   Initial Placements Under the Compensation Plan. The Mayor is hereby authorized to classify all new employees of the City in accordance with the findings resulting from this classification plan and an employee evaluation analysis.
   (c)   Preparation and Content of Class Specifications. Class specifications shall be prepared and maintained, under the direction of the Mayor, for all classified positions and, when the positions of the class are under civil service, shall be approved by the Civil Service Commission. These specifications shall define the duties of all positions and the desirable qualifications for successful performance of such duties, in addition to the qualifications as set forth in the class of specifications.
   (d)   Adoption of Classification Plan. Classes of positions as set forth in Section 256.04 are hereby adopted and shall constitute the classification plan on the basis of which such positions shall be classified.

256.02 ALLOCATION OF POSITIONS TO CLASS RANGES.
   Classified positions are hereby allocated to appropriate class ranges in accordance with the schedules attached to original Ordinance 27-85, passed June 10, 1985.

256.03 ADMINISTRATION AND MAINTENANCE OF CLASSIFICATION PLAN.
   (a)   Responsibilities of the Mayor. The Mayor shall be responsible for, but may delegate to a qualified person, the work of administering and maintaining the classification plan. The Mayor shall direct necessary reviews and preparation of reports recommending appropriate action to ensure that the classification plan is kept current and that the important changes in duties and responsibilities of existing positions and of new positions that are created are reflected in the plan.
   (b)   Establishment of New Positions. Whenever a change in duties and/or responsibilities of a position makes the class to which the position has previously been classified no longer applicable, the reclassification or establishment of a new classification shall only be upon the recommendation of the Mayor or a Council committee and shall take the form of an amendment to this chapter by Councilmanic action.

256.04 CLASSIFIED AND UNCLASSIFIED POSITIONS.
   The positions of the City shall be included in the following classifications, which may be changed from time to time by amendments to this chapter. Unclassified, part-time positions are denoted by two asterisks before the classification title. Unclassified full-time employees are denoted by one asterisk before the classification title. Classified positions (no asterisk) fall within the jurisdiction of the Civil Service rules and regulations, except as may be modified by any collective bargaining agreement.
