   634.01 PURPOSE.
   The purpose of this chapter is to regulate the amount of excessive sound created by any production, processing, cleaning, testing, repairing, moving or storing of materials, goods or products; sound amplification systems; motor vehicles, snowmobiles, motorcycles, mini-bikes, trail bikes, all purpose vehicles and boats; or sound emanating from other activities within the City. It is not the intent of this chapter to regulate the location of any such operation or activity.

   634.02 DEFINITIONS.
   As used in this chapter:
   (a)   "Commercial property" and "commercial zone" mean those properties included within the established districts.
   (b)   "dB(A)" means the A-weighted sound pressure level in decibels, as measured by a sound-level meter complying with the American Standard for General Purposes Sound Level Meters, American National Standards Institute, properly calibrated and operated on the "A" weighting network.
   (c)   "Decibel (dB)" means a unit of sound pressure measurement as defined by the American National Standards Institute Bulletin S 1.4-1971. "Zero decibel" and "dB" refer to a sound pressure of 0.0002 microbars.
   (d)   "Frequency" means the number of fluctuations of pressure in one second of time. The unit of measurement is cycles per second (cps) or hertz (Hz).
   (e)   "Impulsive sound" means a sound of short duration, usually less than one second, with an abrupt onset and rapid decay. Examples of sources of impulsive sound include explosions, drop forge impacts and the discharge of firearms.
   (f)   "Industrial property" and "industrial zone" mean those properties included within the established districts.
   (g)   "Mobile noise source" means any source, other than an individual, of acoustic energy in motion relative to a fixed position.
   (h)   "Noise level" and "sound-pressure level," in decibels, mean ten times the common logarithm of the ratio of the time-mean-square pressure of the sound to the reference mean-square sound pressure. The reference mean-square sound pressure shall be 2 x 10-4 microbars squared (twenty micropascal squared).
   (i)   "Noise source" means any person or animal, or any mechanical, electrical or thermal device which radiates acoustic energy.
   (j)   "Residential property" and "residential zone" mean those properties included within the established districts.
   (k)   "Sound level meter" means an instrument standardized by the American Standards Association and used for measurement of the intensity of sound and calibrated in decibels. Readings shall be made on a dB(A) scale.
   (l)   "Sound pressure" means the instantaneous difference between the actual pressure and the average or barometric pressure at a given point in space as produced by sound energy.
   (m)   "Stationary noise source" means any source, other than an individual, of acoustic energy in a fixed position.
   (n)   "Traffic noise" means sound made by a motor vehicle or any passenger vehicle, truck, truck-trailer, trailer or semitrailer propelled or drawn by mechanical power, including motorcycles, snowmobiles or any other vehicle propelled by mechanical power, operated either on a public right of way or private property.
