If a violation of any of the provisions of this chapter has occurred, a Police Division official may immediately serve a written notice or send notice of the violation to the owner or his or its agent or the person in possession of the property from which the violation or excessive noise emanates, or such official may send, by certified mail, a written notice of such violation to the owner or his or its agent or the person in possession of the motor vehicle, snowmobile or motorcycle causing the excessive noise. Such owner or his or its agent or the person in possession shall have three days from receipt of the notice to appear at the designated place for testing by proper officials. (Ord. 78-61.
