Where an act charged to be a violation of any of the provisions of this chapter, or the act which is the cause of such violation, is committed in whole or in part by a person acting as an employee, representative, agent or officer of the owner or operator of such activity, the operation or maintenance of which is the cause of the violation, then such employee, representative, agent or officer, as well as such owner or operator, shall be deemed to have violated this chapter.
