(a) The City Plan Commission shall choose its own officers, make its own rules and regulations and keep a journal of its proceedings. A majority of the members shall be a quorum for the transaction of business. No recommendation, approval, disapproval or other action shall be made without the consent of a majority of the quorum present. Whenever any ordinance or resolution relating to matters under the control of the Commission, as provided by Section 190 of the City Charter shall be approved by a committee of Council, the Clerk of Council shall, upon its removal by such committee, furnish to the Commission a copy of such ordinance or resolution. The Commission shall make a report in relation thereto for the consideration of Council within thirty days after receipt of such ordinance or resolution by the Commission.

(b) This section is enacted for the purpose of providing a model of procedure for carrying out the provisions of Section 190 of the City Charter and not for the purpose of enlarging the powers therein enumerated.

The staff of the Toledo City Plan Commission shall be organized and operated under the direction of the Plan Commission according to the City Charter, the Municipal Code and the Ohio Revised Code and shall aid the Commission in the execution of its statutory duties as set forth in Sections 189 through Section 192 inclusive of the City Charter, this chapter and Ohio R.C. Chapter 713.

(a) To ensure that the goals, objectives and recommendations of the Toledo 20/20 Comprehensive Plan Toledo By Choice are achieved, the Toledo 20/20 Implementation Committee is hereby established. Membership of the Committee shall be as follows:
(1) The members of City Council shall recommend six (6) persons; and
(2) The remaining seven (7) members shall be recommended by the Mayor.
(b) The Toledo 20/20 Implementation Committee shall report to the City Plan Commission and City Council on a semi-annual basis the status of compliance with the Plan. The Committee shall also provide the Plan Commission and City Council with a review of the City's Proposed Annual Capital Improvements Program.
(c) Terms of Membership. Five (5) of the thirteen (13) members shall be appointed for a three (3) year term; four (4) of the remaining eight (8) members shall be appointed to a two (2) year term; and the remaining four (4) members shall be ap pointed for a one (1) year term. Subsequent terms for all members shall be for five (5) years.

(a) The Commissioner of Long Range Planning shall perform the duties imposed by him or her by Ordinance of Council, and such further duties as may be prescribed by the Toledo-Lucas County Plan Commissions and the Director of the Toledo-Lucas County Plan Commissions.
(b) The Commissioner of Long Range Planning, under the general direction of the Director of the Toledo-Lucas County Plan Commissions, shall be responsible for the coordination of long range planning activities in Toledo and Lucas County and related administrative and operational functions of the Division of Long Range Planning.
