(a) The Commissioner of Long Range Planning shall perform the duties imposed by him or her by Ordinance of Council, and such further duties as may be prescribed by the Toledo-Lucas County Plan Commissions and the Director of the Toledo-Lucas County Plan Commissions.
(b) The Commissioner of Long Range Planning, under the general direction of the Director of the Toledo-Lucas County Plan Commissions, shall be responsible for the coordination of long range planning activities in Toledo and Lucas County and related administrative and operational functions of the Division of Long Range Planning.

(a) Neighborhood organizations who desire information concerning development or zoning of property in their neighborhoods must register with the Planning Director and include the names, addresses, phone numbers, and fax numbers of a specific contact person for the organization, along with the boundaries of the area that the organization serves. This contact information shall be used to determine identifiable neighborhood organizations for the purposes of Section 1111.0202A.
(b) The Planning Director shall notify in writing neighborhood organizations, using the contact person specified in subsection (a) above, of any proposed City Plan Commission hearing on a zoning map change, special use, major site plan, preliminary plat, or area plan amendment to the comprehensive plan within their service area.
(c) The Planning Director shall provide neighborhood organization contact information to applicants to further pre-public hearing dialogue between neighbors and applicants pursuant to the provisions of Section 1111.0200.
