(a) The City Plan Commission shall choose its own officers, make its own rules and regulations and keep a journal of its proceedings. A majority of the members shall be a quorum for the transaction of business. No recommendation, approval, disapproval or other action shall be made without the consent of a majority of the quorum present. Whenever any ordinance or resolution relating to matters under the control of the Commission, as provided by Section 190 of the City Charter shall be approved by a committee of Council, the Clerk of Council shall, upon its removal by such committee, furnish to the Commission a copy of such ordinance or resolution. The Commission shall make a report in relation thereto for the consideration of Council within thirty days after receipt of such ordinance or resolution by the Commission.

(b) This section is enacted for the purpose of providing a model of procedure for carrying out the provisions of Section 190 of the City Charter and not for the purpose of enlarging the powers therein enumerated.
