1313.02 FEES TO BE ADDITIVE.
   The fee hereafter set forth shall be additive and, unless otherwise specifically provided, separate fees shall be paid for each of the items listed.

1313.03 NEW CONSTRUCTION AND ADDITIONS.
   (a)   The provisions of Section 1313.04(a) shall be used in determining the construction cost/valuation for new construction and additions. The determined value of the building or structure may not be the actual value or cost of construction.

   (b)   The floor area of a building or structure or addition thereto shall be determined from the outside perimeter of the building, structure or addition at each story exclusive of any unoccupied or uninhabited basement, cellar, attic or roof structure.

1313.04 DETERMINING CONSTRUCTION COSTS/VALUATION.
   (a)   Effective on and after January 1, 2005, the fee for a permit for a new building or structure or an addition to an existing building or structure shall be based upon the construction costs of the building or structure as determined from the following Type of Construction Factor Table for Commercial/Industrial Projects OR Residential Building Square Foot Construction Cost Table.

RESIDENTIAL BUILDING SQUARE FOOT
CONSTRUCTION COST TABLE (except roofing)
(1) Habitable Areas
$45.00 per square foot
(2) Non-Habitable Areas
$25.00 per square foot
   (b)   The fee for a permit for the repair or alteration of an existing building or structure shall be determined on the basis of the actual cost of the work performed. Each applicant for a permit shall present a contract or contractor's proposal or make a sworn statement of affirmation, in writing, setting forth, in accordance with a bona fide estimate, the total value of the proposed alteration, repair or installation, including the cost of any and all plumbing, electrical, heating and other mechanical equipment, devices, appliances, materials, etc., which will be incorporated therein, and also the value of all labor, regardless of who is to do the work or make the installations.

1313.05 PERMIT FEES FOR BUILDINGS AND STRUCTURES.
   (a)   Effective on and after January 1, 2004, the fee for a permit for the construction of a new commercial building or structure, or for an addition to an existing commercial building or structure, or for the repair or alteration of an existing commercial building or structure shall be one-hundred dollars ($100.00) per application plus the following fee based upon the total cost of constructing, altering, or repairing such building or structure as determined by Section 1313.04. The fee for a permit for the construction of a new residential building or structure, or for an addition to an existing residential building or structure, or for the repair or alteration of an existing residential building or structure shall be forty dollars ($40.00) per application plus the following fee based upon the total cost of constructing, altering, or repairing such building or structure as determined by Section 1313.04. The building fee is obtained by using the following formulas:
 
For all commercial building permits (except roofing permits):
   Gross Area (in square feet) x Construction Factor x 71 x .0045
   A three-percent assessment fee for OBBS based on subtotal of building fees. If project valuation is $30,000 or less, the permit fee will be a minimum of $135 plus associated fees.
 
For all residential building permits (except roofing permits):
     Habitable areas     Gross Area (in square feet) x $45 x .0045
     Non-Habitable areas     Gross Area (in square feet) x $25 x .0045
   A one-percent assessment fee for OBBS based on subtotal of building fees. If project valuation is less than $30,000, the permit fee will be a minimum of $135 plus associated fees.
 
For all commercial roofing permits:
   Re-roof      Number of squares x $100 x .0045
   Tear off and resheet   Number of squares x $200 x .0045
The minimum fee for a commercial roofing permit shall be $45.

1313.06 PLANS REVIEW FEE.
   Effective on and after January 1, 2004, when plans are required to be submitted by the Building Code, the plan review fee shall be determined as follows:
 
   Commercial   Minimum of $150 (if plans are required to be submitted)
   Residential   Minimum fee of $100 for Habitable Areas
         Flat fee of $50 for Non-Habitable Areas
 
   Commercial and Residential plans examination fee shall be equal to 50 percent of the building permit fee.

1313.07 REQUESTED INSPECTION FEE.
   The owner or his authorized agent may request an inspection be made of his premises for which no inspection fee has been otherwise prescribed by this chapter and such inspection is not otherwise required by this Building Code. A fee of forty-five dollars ($45.00) per hour shall be charged for such Building Code consultation.

1313.08 INVESTIGATION CHARGE OF ILLEGAL OR UNAUTHORIZED WORK.
   When any person, firm, or corporation has commenced work on a project without first procuring the necessary permit therefor, the Chief Building Official shall make a thorough investigation to determine whether all work performed prior to the subsequent issuance date of the specified permit conforms to all pertinent Ordinances. The charge for making such investigations prior to the issuance of the necessary permit shall be equal to the amount of the permit fee required, but not less than two hundred dollars ($200.00), and shall be in addition to the cost of the permit, but in no event shall the additional charge for investigation exceed one thousand dollars ($1,000.00), except that the charge for a person who re-roofs his/her own residence or an accessory building thereto shall be equal to the amount of the required permit fee, and shall be in addition to the cost of the permit, without any minimum charge.
