(a) The provisions of Section 1313.04(a) shall be used in determining the construction cost/valuation for new construction and additions. The determined value of the building or structure may not be the actual value or cost of construction.

(b) The floor area of a building or structure or addition thereto shall be determined from the outside perimeter of the building, structure or addition at each story exclusive of any unoccupied or uninhabited basement, cellar, attic or roof structure.
