(a) No person shall sell, or offer for sale at public auction any goods, wares and merchandise without first obtaining from the Director of Public Service an auctioneer's license therefor.
(b) No person shall operate an auction house business for the sale of any goods, wares and merchandise without first obtaining from the Director of Public Service an auction house license for each such business.

Application for licenses required by Section 816.01 shall be made to the Director of Public Service on forms to be provided by the Director. Each application for a license shall be processed no sooner than ten days nor more than seventeen days after the date of application.
