8-1-1: SUPERVISION:
All public streets, alleys, sidewalks and other public ways shall be under the supervision of the superintendent of streets and alleys. He shall have supervision over all work thereon, and the cleaning thereof, and shall be charged with the enforcement of all ordinance provisions relating to such public places (except traffic ordinances) and is hereby authorized to enforce such ordinances. (1967 Code § 12.101)
8-1-2: CONSTRUCTION:
It shall be unlawful to construct, improve or lay any public street, sidewalk, alley, driveway or other public way, or to repair the same without having first secured a permit therefor. Applications for such permits shall be made to the city clerk and shall state the location of the intended pavement or repair, the extent thereof, and the person or firm who is to do the actual construction work. No such permit shall be issued except on order of the mayor or chair of the streets and alleys committee of the city council. (1967 Code § 12.102)
Every driveway constructed after the effective date hereof lying within and between the lot line and the edge of any concrete surfaced public street or roadway shall be constructed with a permanent surface of concrete or hot mix bituminous material. (Ord., 12-23-1969)
8-1-3: BOND:
Each applicant shall file a bond or policy in the amount of one hundred thousand dollars ($100,000.00), with sureties to be approved by the mayor and city council, conditioned to indemnify the city from any loss or damage resulting from the work undertaken or the manner of doing the same, unless waived by the mayor and two (2) members of the appropriate committee.
