It shall be unlawful to obstruct any drain in any public street or alley, or cause any debris including, but not limited to, lawn clippings, leaves, tree trimmings, branches, weeds, or refuse to be expelled, placed, or deposited into public streets or alleys which may cause direct or indirect obstruction of said drains.
