8-1-7: OBSTRUCTIONS:
   A.   Unlawful To Create: It shall be unlawful for any person to cause, create or maintain any obstruction of any street, alley, sidewalk or other public way, except as may be specifically authorized by ordinance, or by the superintendent of streets and alleys. (Ord., 10-27-1981)
   B.   Obstructing Person In Street:
      1.   No person, including a pedestrian, shall hinder, obstruct or delay, or attempt to delay, hinder or obstruct, any other person lawfully driving or traveling along or upon any street within the corporate limits of the city or offer for barter or sale merchandise on said street so as to interfere with the effective movement of traffic.       2.   Any person, including a pedestrian, accused of a violation of this subsection may settle or compromise such claim against him or her for such illegal obstruction by paying at the police station or at the city hall the sum of two hundred dollars ($200.00) if paid within seventy two (72) hours of the time such alleged offense was committed. If the fine is not paid within said time period, a warrant of arrest for such pedestrian, driver, or owner of property involved in such obstruction shall be obtained and issued through the city attorney.
