§ 35.53 CLEAN DRINKING WATER NONREVERTING FUND.
   (A)   An account is established for the purpose of depositing monies from donations, appropriations from city accounts or from any lawful source for paying the required obligations for the city for clean drinking water.
   (B)   The account shall be named the Clean Drinking Water Non-reverting Fund and all funds contained in the account shall be expended only for the exclusive purpose of paying expenses related to providing clean drinking water for the City of Madison Water Utility.
   (C)   The express and written approval of the Board of Public Works and Safety shall be obtained prior to the expenditure of funds from the account.
   (D)   The account shall be nonreverting and exist perpetually unless terminated by a subsequent ordinance enacted by the Common Council.
   (E)   If the account is terminated by a subsequent ordinance enacted by the Common Council, the remaining balance of the terminated account shall revert to the general budget of the Common Council.

§ 35.54 POLICE SECURITY FUND.
   (A)   A Police Security Fund is hereby established.
   (B)   The Police Security Fund may receive donations from the public or from any other municipal or civic program.
   (C)   This fund may be used for “buy money”, payments to informants or for any other item required for criminal law enforcement.

§ 35.55 MADISON POLICE K-9 FUND.
   (A)   An account is established for the deposit of monies for the Madison Police K-9 Project. The monies for this fund will come from donations.
   (B)   The account shall be named the Madison Police K-9 Fund, and all funds contained in the account shall be expended only for the limited and exclusive purpose of the Madison Police K-9 Project.
   (C)   The express and written approval of the Board of Public Works and Safety shall be obtained prior to the expenditure of funds from the account.
   (D)   The account shall be nonreverting. If it is terminated by a subsequent ordinance enacted by the Common Council, the remaining balance of the terminated account shall revert to the general budget of the Common Council.

§ 35.56 DISASTER MITIGATION FUND.
   (A)   An account is established for the deposit of monies for disaster mitigation. The monies for this fund will come from reimbursements from Federal Emergency Management Administration (FEMA), Department of Homeland Security, Lilly Endowment through the Jefferson County United Way, and any other government agency or entity that may wish to contribute funds.
   (B)   The account shall be named the Disaster Mitigation Fund, and all funds contained in the account shall be expended for reimbursing monies spent by the city for disaster mitigation, including property repair and employee overtime paid.
   (C)   The express and written approval of the Board of Public Works and Safety shall be obtained prior to the expenditure of funds from the account.
   (D)   The account shall be nonreverting. If it is terminated by a subsequent ordinance enacted by the Common Council, the remaining balance of the terminated account shall revert to the general budget of the Common Council.

§ 35.57 RIVERFRONT DEVELOPMENT FUND.
   (A)   An account is established for the deposit of monies for the Riverfront Development Fund. The monies for this fund will come from donations.
   (B)   The account shall be named the Riverfront Development Fund, and all funds contained in the account shall be expended only for the limited and exclusive purpose of the Riverfront Development Project.
   (C)   The express and written approval of the Board of Public Works and Safety shall be obtained prior to the expenditure of funds from the account.
   (D)   The account shall be nonreverting. If it is terminated by a subsequent ordinance enacted by the Common Council, the remaining balance of the terminated account shall revert to the general budget of the Common Council.

§ 35.58 UNSAFE BUILDING FUND.
   (A)   An account is established for the deposit of monies to render unsafe buildings safe. The name of the account shall be the Unsafe Building Fund. The monies for this fund may be received from any source, including appropriations by local, state, or federal governments, and donations. In addition all monies required by IC 36-7-9-14, or by any other law of the State of Indiana, to be deposited in this fund, shall be deposited into this fund.
   (B)   The Unsafe Building Fund shall be used to carry out the purposes of IC 36-7-9 et seq.
   (C)   The express and written approval of the Board of Public Works and Safety of the City of Madison shall be obtained prior to the expenditure of funds from the account.
   (D)   In accordance with IC 36-7-9-14(a), any balance remaining in the fund, at the end of a fiscal year, shall be carried over in the fund for the following year, and shall not revert to the general fund.
   (E)   If the account is terminated by a subsequent ordinance enacted by the Common Council of the City of Madison, Indiana, the remaining balance of the terminated account shall revert to the general budget of the Common Council of the City of Madison, Indiana.

§ 35.59 MOBILE EVENT STAGE FUND.
   (A)   An account is established for the deposit of monies to operate and maintain the mobile event stage. The name of the account shall be the Mobile Event Stage Fund. The monies for this fund may be received from any source, including assessed usage fees and donations.
   (B)   The Mobile Event Stage Fund shall be used to carry out repairs and other costs incurred by the use during approved community events.
   (C)   The express and written approval of the Board of Public Works and Safety of the City of Madison shall be obtained prior to the expenditure of funds from the account.
   (D)   In accordance with IC 36-7-9-14(a), any balance remaining in the fund, at the end of a fiscal year, shall be carried over in the fund for the following year, and shall not revert to the general fund.
   (E)   If the account is terminated by a subsequent ordinance enacted by the Common Council of the City of Madison, Indiana, the remaining balance of the terminated account shall revert to the general budget of the Common Council of the City of Madison, Indiana.

§ 35.60 HOUSING REVOLVING LOAN FUND.
   (A)   An account is established for the deposit of monies to operate and assist low to moderate income families participating in the owner occupied rehabilitation program for minor rehab/repair work to be done to their homes. The name of the account shall be the Housing Revolving Loan Fund. The monies for this fund may be received from any source, including donations.
   (B)   The Housing Revolving Loan Fund shall be used to operate and assist low to moderate income families participating in the owner occupied rehabilitation program for minor rehab/repair work to be completed on their homes.
   (C)   The express and written approval of the Board of Public Works and Safety of the City of Madison shall be obtained prior to the expenditure of funds from the account.
   (D)   In accordance with IC 36-7-9-14(a), any balance remaining in the fund, at the end of a fiscal year, shall be carried over in the fund for the following year, and shall not revert to the general fund.
